If you need something in 1.4, find a champion for your PR who's got
commit access. They can look it over and do the commit.

The model is much less organized than you think. NetBSD is a very very 
volunteer project, and people tend to work on what they like working
on. The gnats database and other tools help us keep track of things,
but there is no organized group going through the PR database
(unfortunately), which means that things are not as cut and dried as
we would like.
