Most (good) standards come after the first couple of implementations.
Without at least the expectation of two implementations there's no need
to even agree on a standard in the first place. If the only choice
between two features in two different implementations is "neither" then
both are wrong and both should be corrected and upgraded, otherwise one
wins, and one loses and everyone is happy that they're both the same in
the end.
