Can we PLEASE use ${STRIPFLAG} instead of an explicit '-s'?!?!?

No doubt this is more complex to do with packages because the current
setting needs to be passed into whatever the package uses for its own
build and install system, but that's what patches are for, I guess.

I *HATE* having my binaries stripped -- I have lots of disk space and
purposefully throwing away useful information is balsphemey in such a
situation.  Those short of disk space can turn on stripping, but it
should be a completely optional step.

(BTW, I have a few patches stitting around to explictly turn off forced
stripping in various packages -- I was hoping to make them depend on
${STRIPFLAG} and/or ${STRIP}, but I can send them off as-is if that'll
help anyone....)
