It is only fitting that the most ported OS also have the most
localizations.

Even having just a few translations will insure that the underlying
mechanisms work correctly.  

My question is, how are translated man pages selected?  Does man(1)
look at the localization env variables and then magically grab the
localized pages?  Or is the user simply forced to use whatever
localization the sysadmin installed?  I don't immediately see anything
mentioned under "man man".
