Subject: ipsec help regarding "connect: Resource temporarily unavailable"

Hi,
My machine configuration is as follows:
1) kernel = 2.4.21-4
2) Red Hat Enterprise Linux AS release 3
iii) When I try to ping after configuring ipsec (with higher version of ipsec-tools installed ), I am also getting the following error:
"connect: Resources temporarily unavailable"
AND
I turned on the tcpdump, here is the result:
18:40:55.3343434 100.100.100.100.isakmp > 100.100.100.200.isakmp: isakmp: phase 1 I agg: [lsa] (DF)
ii) I am unable to find any ipsec-tools version which is compatible with the above configuration. Do you know any website from where I can get the right version of ipsec-tools. I searched a lot and whatever tools I found, were suitable for Kernel-2.5+.
iii) Further, is it really necessary to install ipsec-tools to make IPSEC work?
I am kind of lost. I would really appreciate if you could help me.
