/usr/bin/biff doesn't bark?

I've recently noticed that biff doesn't bark any more.  A quick check 
shows that biff does a

        chmod u+x /dev/pts/2

but it would seem that comsat is looking at /dev/ttyp2 to determine 
where the bark should go.  As a result, no bark!
