I finally got around to checking, spurred by printing a page from Firefox52
that resulted in illegible hash on the paper. Firefox52 definitely uses
xbase/xfont "fontconfig" on netbsd-9:
/usr/pkg/lib/firefox52/libxul.so:
-lfontconfig.2 => /usr/X11R7/lib/libfontconfig.so.2
/usr/pkg/lib/firefox52/plugin-container:
-lfontconfig.2 => /usr/X11R7/lib/libfontconfig.so.2

I think this was done in -current and pulled up to -9.
Having reinstated the symlink to 70-no-bitmaps.conf, I'll be updating my
netbsd-9/amd64 installation soon and will see how it behaves.
