Steve Bellovin and I came up with:

> 	keys.  Possible mechanisms include secured Web pages, the DNS
> 	[draft-ietf-secsh-dns], physical pieces of paper, etc.
> 	Implementors should provide recommendations on how best to do
> 	this with their implementation.
