Oh, in that case I'd be all for it - I had the feeling there'd be grumblings
about "It's too late to change now".

It is a little late, especially since this is the only way of portably getting keys around the place. If implementors are advised to handle reading both formats for a transitory period, I guess that would be enough to keep users quiet (though generating a key with new-version of App A and not being able to get App B to use it is still a bit of an interop disaster...)
