Don't view my words as gospel. 

The intent was twofold:

 - capturing and documenting what you have to do or not do during
rekey interoperate with the least common denominator sshv2 installed
base..

 - prompt the folks looking for better-than-current-practice/seamless
rekey to go off and code and then document a negotiable extension.
