SFTP text open and EBCDIC

SSH_FXF_TEXT
Indicates that the server should treat the file as text and
convert it to the canonical newline convention in use. (See
Determining Server Newline Convention. (Section 4.3)
Can the client connecting to an EBCDIC server and using this SSH_FXF_TEXT
file open flag also expect that the server will translate from ASCII to
EBCDIC, and vice versa?
If not, why not?
If yes - caveats, details?
