The comments appear to be relevant to -05 of the draft, though for some
reason the status lists -06 (appears to be a tools glitch).

Many of the IESG comments have been dealt with in -06; however, I think
we need to apply our recent discussions relating to UTF8 usernames, passwords, etc., to this draft as well.
