Suggest update of pax.

NetBSD's bin/pax has several fixes: ticket #1021, PR#24481, PR/25934,
PR/25299, PR/25310, PR#25200, PR#25207, PR#25131, ticket #155

Maybe this should be done during the freeze.

Also, the current version is pax-20031220, but it contains
code newer than that date:
