Add patch-ah that is adapted from http://bugzilla.remotesensing.org/
that fixes a bug where docked TIFF icons in WindowMaker have a black
background rather than a transparent background.  Ride the previous
PKGREVISION bump to 3.  This fixes PR pkg/28989.
