parallel/openmpi: Update DESCR from upstream

The only change is MPI 3.1 from 2 (labeled as "implemented or in
short-term development", so that's not wrong).

Add a note that the pkgsrc version is old and is MPI 3.0 (by
inspection from mpi.h).
