pkg/16475: Update to the compiler of PlayStation Linux 1.0
 - gcc: Add -fsingle-precision-constant option
 - gcc: Apply franken-gcc patch of Mozilla.org
 - ld: Add -fgc-dynstr

As for pkgsrc, C++ compiler is removed because it is not used for kernel
compilation.
