IMHO it is better to use just ${DESTDIR} instead of ${DESTDIR}/.

Though under Linux and NetBSD it works fine.

Also close the following PR.

    pkg/38546 [serious/medium]:
        DESTDIR support for pkgtools/pkg_chk
