It's not necessary to bump ABI-depends for minor (2.1.2 -> 2.1.13)
changes of the shlib, only for major changes (2.x -> 3.x).

Also, for the record: when bumping ABI-depends for this reason, the
PKGREVISIONS of all dependencies linking against the library need to
be bumped as well.
