Fixes PR 39149?

And API_DEPENDS and ABI_DEPENDS bumped when update to 2.3.1.
But release notes said, previous 2.X is binary compatible
with this release (christos's commit includes no release information though).
Does this addition of libXft dependency break binary compatibility?
If so, must we also bump revision all motif related package?
