  - Updating package for p5 module Compress::Raw::Bzip2 from 2.017 to 2.018
  - Setting license to gnu-gpl-v2

Upstream changes:

      * added linitOutput option
      * Changes to bzip2 source to get the module to build using a C++
        compiler
