Update to 2.1a9.  Closes PR 33142.  Changes:
- Handle "srv" records.
- Fix some ttl parsing problems.
- Add "ignore" option
- Hack in support for "view"
- Check for duplicate "cname" records.
- Upgrade to autoconf 2.61
