Updating net/p5-Net-Packet from 3.26 to 3.27

pkgsrc changes:
- Remove big-endian check, big-endian architectures are supported since
  3.24

Upstream changes:
*** This will probably be the last release. From now on, please use
Net::Frame::* modules on CPAN. This framework is obsolete.
