pkgsrc changes:
- switching to Module::Build
- add license definition

Upstream changes:

        - Taking maintainership (Jens Rehsack)
        - Implement optimized versions for slice, slice_exists and
          slice_def
        - Add test for each function to work proper with default keys
        - Add safe_reverse as wished in RT#48403 (Ed Davis)
        - Add test for hashsort
