Why does Perl now require "gawk"? I think that change is both unnecessary
(I never had problems with NetBSD's awk(1)) and risky because it might
invent circular dependences.

If there are platforms with a broken "awk" they should use "gawk"
via "tools/tools.<platform>.mk".
