Oh sh*t - thanks for noticing.

I'd avoid a hard dependency. The idea is that the certificates
get updated from time to time, and rebuilding the browser
each time this happens wouldn't make sense.
I'll fix the "configure" script instead.

I agree that it would be nice to make this easier for the user.
But it wasn't done for the OpenSSL hash stuff before, for
whatever reason, and I didn't want to change things.
The certificate support in epiphany is rather poor btw.
If the certificate file is missing at runtime I'm getting
a warning on the command line, but there is no indication
for the user - the lock symbol looks the same as with the
certificates present. The certificate manager plugin
(comes with "epiphany-extensions") doesn't work at all -- It
seems that it can never have worked since epiphany switched
from gecko to webkit. So this all is somewhat experimental.
