Update ruby-net-http-persistent package to 2.0.

* Incompatibility
  * Net::HTTP::Persistent#verify_mode now defaults to
    OpenSSL::SSL::VERIFY_PEER.  This may cause HTTPS request failures if your
    default certificate store lacks the correct certificates.
