No, it doesn't. What's needed is to add x11/gnome-panel/buildlink3.mk
to x11/lablgtk/buildlink3.mk... conditionally, depending on whether
the corresponding option is set in lablgtk.

I've been sitting on a half-finished patch to do this for some time;
wiz pointed me at how to do it right but I haven't managed to get to
it yet...
