This causes pbulk to say:

   Accepted versions are: emacs21 emacs21nox emacs20
   No valid Emacs version installed found

which I guess is because the default emacs version is 23. This is also
not the only package that exhibits this behavior.

Joerg, is there any way to make pbulk smarter about this?
