Update to latest snapshot, changelog as

- use INSTALL_DATA to install manpages
  (prevents pages being marked executable)

- recognise (but ignore) the __returns_twice__ GCC attribute

- Fix bug causing failure when comparing bool pointers.
  Fixes Jira#PCC-383 by Nicolas Joly, bugfix by Will Noble on pcc-list.
