Agreed, and if they are the same that would be good to explain too. In general I think DESCR should do a better job of curation/advice, and I try to do that some when I touch packages. (A recent example is that I read DESCR for bonnie and bonnie++ and was left unsure as to whether bonnie++ should be expected to produce the same results as bonnie for the simple test.)
