This fails on ruby-19:

=> Generating pre-install file lists
=> Installing gem into installation root
Building native extensions.  This could take a while...
Before reporting this, could you check that the file you're documenting
compiles cleanly--RDoc is not a full Ruby parser, and gets confused easily if
fed invalid programs.

The internal error was:

        (ArgumentError) unknown encoding name - "UTF-8"?>
