Mostly not. There's already buildlink logic to accept -ltk -ltcl in
place of -ltk85 -ltcl85; changing it to accept 84 as well wouldn't
help much because most of these packages bake in the tcl version in
other ways too, or need to know it for some annoying purpose or
other.
