At least we seem to be past the doxygen package problems :)

I think you're right, this looks like a MAKE_JOBS problem in avr-libc.  
The documentation build Makefile dependencies don't look like they 
reflect reality.  And they also look hairy enough to not try and fix :)

Can you try MAKE_JOBS_SAFE=no in avr-libc and see if that fixes it for you?
