Sure I'm making it better - vlc now compiles.

include/vlc_fixups.h simply provides a dummy replacement for uselocale()
which just returns NULL, which is used because as you put it, we are
not likely to provide uselocale().

The problem is that the bit of code providing the dummy uselocale replacement
*also* defines locale_t.

The aim is to allow vlc's dummy replacement to compile, not to fix locale
usage in vlc.
