Log Message:
update ircii to 20131230.  changes include:

  o  re-add the utf-8 changes now that the scrolling is not slowed
  o  scrolling is much faster now
  o  fix compile time errors in on modern glibc systems
  o  add /nuser command
  o  wserv and ircio move into "libexec" dir.
