Something is missing, it causes pbulk failures:

  pbulk-resolve: No match found for dependency -Tk-[0-9]* of package 
-Pmw-2.0.0rc1

due to PYPKGPREFIX not being set.  I don't know how to handle this with
the PYTHON_VERSIONS_INCOMPATIBLE stuff.
