Log Message:
Import devel/ruby-mixlib-cli into pkgsrc.

A mixin for creating command line applications - gives an easy DSL for
argument specification and processing.  Mixlib::CLI provides a
class-based command line option parsing object, like the one used in
Chef, Ohai and Relish.
