Ah yes - I can reproduce a similar error by:
xmlcatalog -sgml /usr/pkg/share/sgml/catalog "-//OASIS//DTD DocBook
V4.2//EN"

This seems to be fixed by
https://git.gnome.org/browse/libxml2/commit/?id=f65128f38289d77ff322d63aef2858cc0a819c34

I'll commit the fix in a minute if tests succeed.
