It would be nice to move this out of mk/pkginstall completely, there's
no reason why it needs to be tied to a particular package format and
have to be duplicated for others.

I realise that we don't currently have anything other than the
pkginstall backend, but there are others that exist in various states
and it'd be good to not make it harder than necessary to get them
integrated (something I'd love to see).
