Generally, the norm is to contact MAINTAINER before doing something that
might be objectionable or is a big deal.  Micro version updates with
changelogs that look like minor bugfixes and security fixes are
obviously ok, as are fixing builds on other platforms, fixing LDFLAGS
for RELRO, and stuff like that.

I would certainly contact MAINAINER for things like jumping to an
incompatible version, or serious rototilling.

In packages where I MAINTAIN, when I become aware of a reason a major
version upgrade would be a problem, I leave a comment in the Makefile.
