I think there might be a problem with this change.
Many packages now report this message during configure:

checking pkg-config is at least version 0.9.0... /tmp/pkgsrc-obj/fonts/encodings
/work/.tools/bin/pkg-config: Cannot vfork (Resource temporarily unavailable)
no

Also the configure test for pkg-config takes a very long time.
Looking at .work.log it seems the wrapper script keep re-forking
itself until it runs out of processes and then fails.
