mk/blas.bl3: Define *_PC variables for pkg-config use
This enables pointing builds to pkg-config instead of plain compiler/linker flags.
Future CMake integration profits from that.
To generate a diff of this commit:
cvs rdiff -u -r1.2 -r1.3 pkgsrc/mk/blas.buildlink3.mk
