Use "rm /etc/mail/submit.cf" to fix this.

That should be:

-r-sr-xr-x  1 root  wheel  634515 Oct 28 17:46 /usr/libexec/sendmail/sendmail
   ^  ^             ^^^^^

That's correct. But you don't need "smmsp_flags".
