/bin/sh is a symlink to dash, and that shell is not POSIX-compliant. In particular,
"echo '\400'" echoes an @ character.The bootstrap handles this by setting TOOLS_PLATFORM.sh=/bin/bash (line 861 of bootstrap/bootstrap revision 1.92).
