php4 with recode support

Hello,

how do i compile php4 with recode support?

with-recode=[DIR] in Makefile did not work

  checking for recode support... yes
  configure: error: Can not find recode.h anywhere under /usr/pkg/include  
/usr/local /usr /opt

but there is recode.h  in /usr/pkg/include.
