Do we have a tool to list only packages that no other packages depend on?

It would be great to have weekly or daily bulk builds that cvs up and only 
rebuild leaf packages. Of course if newer dependencies are needed it will 
package them too --

or fail

-- which is my goal to report possibly broken BUILDLINK_API_DEPENDS and/or 
BUILDLINK_ABI_DEPENDS (like the two I reported earlier this week).
