Well, I just added back because the release notes don't say that apr0
was dropped.  I did a test build of subversion with apr1 and that was
fine, and now I'm going to check java-subversion and try with apr0.

It is surprising to me that svn would withdraw support for apr0 since it
seems apr0 is needed for apache2 and apache13.  But maybe I am confused,
or maybe they really did.
