Solaris' nroff doesn't know the macro package that the BSD man pages are 
using. So it skips over all the macros and commands, and what's left is 
plain text, which is formatted like you see it.

You can use groff instead of nroff, like this:

$ exec groff -Tlatin1 -mandoc -P -c "$@"

But anyway, there is also a preformatted man page for pkg_delete 
($LOCALBASE/man/cat8/pkg_delete.0), which should have been installed 
during bootstrapping. I don't know why this is not the case for you.
