Is there any reason it has to be done by the rc.d file at all, and not at 
installation?  (Or even ... the horror ... manually?)

It seems to me that asking users to run a single command once after 
install would be a pretty minor inconvenience, especially with a package 
like this, and when considering potential data loss, however unlikely.
