pkgin problems

I am trying to set up pkgin to distribute a local package repository.
I have made the pkg_summary.bz2 file and am trying to run pkgin as
follows:

> pkgin update
  pkgin: could not stat url: 
ftp://user:passwd%host.domain@localhost/All/pkg_summary.bz2: File unavailable 
(e.g., file not found, no access)

The pkg_summary.bz2 file is there and visible when I log into the host
via ftp.  Also, running ftp by itself with the URL cut directly from
the error message successfully downloads the pkg_summary file.

Any idea why this might be failing?
